This layer, consisting of primarily burnt materials, most likely represents the bottom-most layer of preparation of the earliest glareate road preparation (2181), rather than a previous occupation layer upon which the road was built. The glareate had a significant amount of charcoal in the preparation, which supports the interpretation of these two units (2181 and 2189) as a single act of construction.
