This is most likely a layer of post-abandonment accumulation resulting from the spoliation of architectural feature(s) that were in phase with walls 5373 and 5546 and blocks 5547 and 5548 probably related to the cut in the bedrock (5607). This cut is best interpreted as a drainage tunnel.
