During post-excavation study, this feature was reinterpreted as a possible posthole used for the construction/ destruction activity as the Phase 1B building gave way for Phase 2.
This circular cut is possibly connected with the larger cut, SU 2493. 2493 appears to be the spoliation cut of a large water feature, so it is possible that 2499 is some kind of associated feature that was likewise spoliated (perhaps a post of some kind of a negative feature). Excavation was not completed at the end of the 2015 season, and will be resumed when we reach the levels where 2493 can be excavated safely.
