This layer is most likely a floor surface due to horizontal anthropic material and hyper-compact nature. The surface lies in-between depressions in the natural soil that are TBE and are cut into the vertisoil, so this could be an indoor surface. Linear feature 2851 partially covered the SU, but their relationship is still unclear as of 2018. The surface could be from an earlier phase or a layer of floor preparation. It is likely that this was not a surface associated with a roof or covering as there is minimal evidence for postholes or covering, instead this might have been a work space/exterior surface of some kind.
