After further excavation of layers immediately to the south of the Via Gabina (7221, 7245), it was determined that these stones (and the loose silty layer that filled them, 7224) are actually part of the fill of the large (possibly spoliation?) cut along the southern limit of the Via Gabina (7248), which partially cuts the basalt pavement of the road. These stones and fill 7224 were equated with one another.
