This layer appears to be a layer of accumulation that formed after SU 6161 degraded and/or was partly robbed out. It is also later than SU 6195, which we determined because the tesserae debitage (?) found along the western limit where SU 6164 abuts SU 6195 slopes up the wall, meaning the wall had to be present while SU 6164 was forming. This also implies that SU 6164 is a layer of accumulation.
